Not really. Non-magical weapons have the advantage of not needing a charge to be of effect. With a normal gun, I can shoot you after pulling it out. That's an advantage. Magic, in some places and played at its strictest, you HAVE to charge for it to used. Skallagrim can better explain it, since he's been using the system the longest. And that's not metagaming. Just because you are charging, doesn't mean the other person also isn't charging. They can use what they charge to mitigate some of the damage, or outright negate it.
