This works in most places but in places like at Daka Volcano where there is less moisture in the air and earth, it will also result in less water you can bring forth. You cannot influence the state of the water by turning it into a solid or gas like you said before you cannot control snow or any solid form of water. It can be manipulated in many ways. Your imagination will come in handy for instance if you take a ball of water and hold it around someone's head you could effectively drown them that way. Also the more water you have around you the more powerful you are and the more you can manipulate large bodies of water like a lake or an ocean you may be able to create a tidal wave or large whirlpool. Additionally, you can breathe under water.
