regarding the Mage ranks I would like Initiate and Novice to be junior rank.  Apprentice and Adept the mid ranks aka supervisors sergeants etc and the Masters to be the leaders.  Hence why its so strange for Arn to still be in the Shooting stars vice having his own command.

I kinda like the number of the heroes to be 11.  That means that 10 are the support(which by the way the heroes could be named Pillars) and the King was the focus. 
 
I know it has been done yet but I second [@deia876lat] plot of having their small group be the beginning of a rebellion.  this would kinda allow them to move outside of pre existent chains of command.  

Finally, I will try to flesh out Tobi and perhaps go a bit more in depth of the Shooting Stars.
