In the town of High Downes, the people have a very interesting way of punishing criminals. With resources often being scarce, and manpower short, the town has no jail. It couldn't afford to keep one. The closest thing would be the stocks at the center of town where petty criminals are humiliated for the entertainment of the townsfolk. But thieves, killers, rapists and other serious criminals are not dealt with so kindly.

A pack of werewolves utterly dominates the thick forests surrounding High Downes. Regular tribute is expected from the town. A small price for peace to be sure. And they enjoy the protection of a lycan infested wilderness bordering their town as a bonus. But aside from the gold, meat and other goods given by the town, criminals are also offered as tribute to the forest dwelling tribe.

Comely humans are often kept as pets and breeding stock by the werewolves while the weaker or more unsightly ones are put to work as slaves or simply eaten. This arrangement has gone on for decades. And both sides seem content not to change a thing.
