As you are aware, the current status of conflict between the Empire of Japan, the Kingdom of the Netherlands, and the United Kingdom and her colonies has raised concerns within the Handelsmarine[sup]1[/sup] regarding the safety of our diplomatic and mercantile envoys, particularly in the South China Sea. Citing increased activity from naval bases in Taiwan, our fleet has requested additional protections while traversing the area. In response to these apprehensions, it has been proposed that our naval forces give proper safeguarding to ensure continued mercantilism between our two nations. The terms of the proposition are as follows: [list=i] [*] The Volksmarine shall provide an escort fleet to all further trade and diplomatic envoys until there is a cessation of hostilities between the powers of Japan, the United Kingdom, and The Netherlands. [*] This fleet shall be allowed to dock in the cities of Haikou, Guangzhou, and Hong Kong. All access to specific docking facilities will be decided by the authorities within their respective principalities' authority, and shall be declared via telegram no fewer than fourteen (14) days prior to arrival. Their duration of docking shall not exceed thirty (30) days, unless given prior authorization for an extension by the Republic of China Navy and any respective docking authorities. [*] Any and all warships under the command of the Volksmarine shall not inhibit waters greater than the northmost extension of the South China Sea (defined as 25° Latitude and 120° Longitude) unless given explicit authorization by the proper authorities within the Federal Republic of China.
