Similar to "you're only 10 years old, Damian" the writers made a point out of through the run. Julie is the only character mentioned as having a birthday. Granted, its not consistent. Katie is stated in the Fall of the Mutants tie-in as being the same age as Franklin Richard, but then later (in Fantastic Four) it's Jack who is Franklin's age, so that is also all over itself. She's also 6 during Inferno and the Holiday Special, though its not stated what her age is during her solo appearance in Wolverine. Likewise, its not stated in her solo appearance in GLA.#2. So, it seems that she was a solo actor following the events of Power Pack #84 and/or the Holiday Special. When Power Pack appeared in FF and Gwenpool, Alex and Julie were aged up consistent to their respective appearances outside the book, with Jack and Katie seemingly closer in age (with respect to one another) and neither specifically addressed... other than Bentley apparently making a pass at Katie and getting the shit beat out of him, which reinforces that she's meant to be older than her original incarnation. So that's what the statement is aimed at. Power Pack was a team when Katie was 6, but largely hasn't been active in the last 3-4 years. During that time, she's been a solo adventurer and then Power Pack got back together to go aid the Future Foundation (referencing the sudden appearance of Power Pack (as a team) in FF #15. Note: The 2000 mini-series aged Katie to 8, but also made her a genius who was already in high school and created a plot resolution that was meant to disband the team permanently (and Power Pack subsequently did not appear in any mainstream Marvel comic for the next 17 years), and FF #15 completely ignored it and acted like Power Pack was still a thing, with Jack and Katie back in their pre-2000 mini-series personalities. Hence, why the 2000 mini-series is ignored with extreme prejudice. tl;dr: the idea is that Power Pack was a thing 4 years ago, kinda did their own thing, got together recently to save Franklin's ass (and punch Bentley's lights out) and then Katie disappeared.
