Powers: Up to Nine maximum, Three minimum. In lore, even three is considered unusual, but this is an elite Coven. Supremes have a minimum of 13.
Spells: Up to thirteen. Spells are different from powers. A spell usually requires hand gestures, spoken words, a ritual, concentration, etcetera. A Power is generally passively working all the time or instantaneous. Spells and Powers might technically do the same thing, however. 

The power limit to starting characters are City Block level.
