Something happens that renders the camp destroyed, raiders/bandits, breach of defences by mutants? it then forces the survivors to leave and wander the land again with what little they have left.

@OutlawedPanda- I understand. It's pretty basic at this point, but it will undergo more of a process. As for militant forces, no. We're assuming that they got overwhelmed and the militaries are scattered.
