Yeah, it makes the most sense to me. Its easier and more dynamic to convey plot information or just setting in general with a npc of some sort.

As for leaders, Im not too crazy about those getting decided before the rp starts. And dice ... Well, unlucky as I am, it's just the most fair for some situations. Pretty much how I feel about it.
