I made mine with [url=http://www.heromachine.com/2021/01/13/how-to-use-heromachine-locally/]Heromachine 3[/url]. Its a flash (RIP) program but you can get it running pretty easily. The only thing is the export function doesn't work, so you'll have to use something like Snipping Tool when you're done to get a screen grab to throw on imgur. The program was technically for making superhero character portraits, but there's a lot of shapes in the 'Background' and 'Insignia' sections that can make decent flags. 

I know [url=https://inkscape.org/]Inkscape[/url] is also very popular.
