These androids would definitely be considered a strong AI in that they are of equal if not greater intelligence than a human. They should not be plentiful, however. My thought is that androids or AI in general was outlawed, perhaps due to fear of an AI singularity or Butlerian Jihad. 2. Absolutely. As a hard-ish sci-fi setting, it's hard to justify alien species that are remotely humanoid in my opinion. I'm of the opinion that life would arise under very different constraints than life on Earth did (temperature, gravity, even molecular chemistry).
