Powers:
Control over electricity able to be used in both human and dragon forms.
 shape shifting into a human Dragon. Being part drahon and part human allows Jacob to use some of his dragon powers while in human form. Among these are hightened senses of smell, sight and hearing. Being able to heal quickly from wounds and can make an armor using his dragon skin. While in dragon form he has all these abilities increased as well as being able to breath fire, fly, has razor claws, and a tail that can knock down walls. His sense of pain is dulled making him able to withstand great battles. In both forms he is resistance to telekinetic powers including mind powers. He can feel when someone is attempting to influence or infiltrate his mind.
Weaknesses:
the liqud used as a dragon is stored and secreted by glands and therefore can't be used immediately after becoming a dragon nor can it be used continuously. Being a Dragon he holds a minor allergy to Iron and Steel that affects him in various ways. He also holds a Major Allergy to a Dragon slaying metal called Mythril. His Increased senses can also backfire greatly against him and his sense of feeling is greatly dulled. He does have a major mental weakness for certain objects of value (precious metals & gems,) and magic

Personality: 
relaxed and easygoing for the most part and very easy to make friends with. He feels no need to make enemies but wont be hasty to take a side in the grand scheme of things. He wont open up to people but will still do what it takes to make other comfortable around him.
History: 
Jacob is one of many Dragon changers in his family passed to him from his father and mother. Their kind had a closed community that they interacted with and rarely ever went outside that group for fear of persecution from the rest of the world, but Jacob wasn't satisfied with that community alone and ventured out of that click. He would sneak away from their mountain village and go to the city below where it seemed an entirely new world. As he did this more and more he began to see that the village he lived in was boring compared to city life, and soon found himself in love with a young girl there. After some time of Jacob sneaking out to be with this girl his parents found out and tried to stop him from going to the city and seeing her.

For several weeks he was locked away so he couldn't get outside the village, but it was too late for him. Once they let him out he had already been changed be the city and shunned by the village. Jacob's parents blinded by their want for acceptance sent Jacod out of the village never to return. He didn't think this to be to bad until, whe he returned to his girlfriend he found that she had already abandoned him as well. The time he was gone was enough for her to decide that Jacob was no longer who she wanted to be with. This made Jacob filled with all kinds of emotions to the point that he couldn't stand seein her with the other guy that he ran away from the city, but not before destroying half of it and killing and injuring many in his blind rage. 

Jacob is not proud of what he did nor does he tell people about it. He knows he can never return now, and will be hunted the rest of his life by the people in that city. Thats not the least of his worries tho; in being shunned and banished his own kind will hunt him as well.
