Power levels are roughly the same for each character, though some characters will naturally be stronger than others and vice versa.  In terms of tier, there really isn't a tier here, but one thing is for certain.  A character cannot be a deity/god.  They may have the bloodline of a deity within them, like my character, but in terms of a fight, he has to rely on his skill.

Be within reason.  

Inspiration for your character can come from stories like Crouching Tiger Hidden Dragon, Hero, The Seven Swords, The Untamed, Ying Yang Master: Dream of Eternity, and Heaven's Official Blessing.
