[@Sylvan] Kind of like, hey you’re hired meet me here. Nobody knows the captain or any other crew members just where to meet. 

For the captain, he basically has an electronic form that he has to have signed in person from the crew members so that he has actual proof that his ship will be manned. It’s a long arduous process and it’s a huge pain having to deal with basically the space DMV.
