Well, I'm  gonna make some changes, the wolf shifters are gonna change to 
Animal Shifters, that way you can turn into a Bear or maybe an Eagle.

The only magic is that the shifters can change into their animal form.

Yes, werewolves can control their transformation, but many do not, some choose to remain as Werewolves and never take the human form anymore.
