I had a few problems making the Consciousness without tons of mods, so here we go. Rather than making them a gestalt consciousness, I instead made them egalitarians. I [b]would[/b] have made them with shared burdens, except that's incompatible with Technocracy and... Yeah, it's just a mess. Zetans don't work in Stellaris. The fact that Sigma-Devi "leads" them just proves my point.
