The seat of it's power is in the Fusoan Archipelago, a collection of mountainous volcanic islands surrounding the "Home Island" of Fuso which is home to the majority of the population. The Empire lays claim to a vast colonial province (the [i]Baishan State[/i]) directly south of Longguo, which was carved out by Imperial forces during the fall of Jingguo. In addition it also holds a vast number of former Aelbish colonies which it conquered after the Empire collapsed beneath the jackboot of the Reiyk. The Fusoan people are a human subspecies short in stature with pronounced, furry ears atop their heads and dark coloring surrounding their eyes. A popular Aelbish slur for Fusoans, "Nook" (after the native Fusoan animal the Tanuki), is very much descriptive. For most of their recent history they were isolated from other races, and indeed Aelban brought Fuso into the global stage kicking and screaming, which has created an insular and xenophobic culture. Interestingly the Fusoans seem to have almost no evolutionary link to other human races, or indeed any non-human ones, which has led many scholars to assume the existence of an as-yet undiscovered missing link between them and humanity. Imperial administrators take a highly callous attitude to their colonial subjects. The Fusoan Empire is built upon a desire to become the foremost world power solely in order to protect Fuso from foreign influence and exploitation, and as such Imperial colonies are viewed only as resources and shields for the homeland. During the conquest of Baishan brutal conscription policies forced Baishanese men, women, and children to the frontlines to serve as little more than expendable cannon fodder. The Aelbish colonies Fuso acquired have already been plundered of industrial equipment shipped back to Fuso, and the Empire has begun to displace Aelbish settlers to garner support with native peoples. Rumors of planned genocide in the Aelbish-majority colony of Orientalia already abound. [/hider] [hider=Recent History of the Greater Empire of Fuso] In 1841 Aelbish warships visited the coasts of Fuso, and after a brief battle in what is now known as the city of Nankyo the Empire of Aelban forcibly opened Fuso to the outside world. What followed was fifteen years of chaos and civil violence which culminated in the Shin'yū War in 1861. One of the first modern military conflicts, it saw the use of imported artillery guns, railroad logistics, and indeed even early forms of trench warfare. The Shin'yū War was a hellish affair which resulted in approximately 1.5 million deaths by the end of the war in 1865 (roughly 1/40th of the total Fusoan population at the time). The result of the war was the (nominal) reinstatement of the Emperor's power, the execution of the Shogun and abolishment of the Shogunate, and the reformation of Fuso into a modern constitutional monarchy beneath the rule of Emperor Takamatsu. Under Takamatsu and the newly formed Imperial Diet Fuso rapidly emerged as a rising power in the world, purchasing a number of warships from the Empire of Aelban and acquiring its own colonies in the southern seas. In 1909 it even established the world's first dedicated military aerial service. However, it's unabated expansion was not to last forever. In late 1918 Emperor Takamatsu was assassinated by communist insurgents and in turn the nation was thrown into disorder. His late wife had failed to deliver him a son, and so he had left the Chrysanthemum Throne to his eldest daughter - Atsuko-Hime. Raised as a son she was more than capable of leading the nation, but many among the House of Peers and the rest of the Imperial Diet disagreed. Until November of 1919 the nation was stuck in bureaucratic gridlock, with the Imperial Diet evenly split on the matter of amending the constitution to allow an Empress Regent. In December of 1919 the 26th Company of the 2nd Imperial Fusoan Army under General Mishima, joined with roughly 150 militiamen under Lord Kazushige of the Genji Clan stormed the Imperial Palace and attempted to kill Atsuko-Hime and her sisters. Volunteers from the surrounding city, joining the Imperial Guard, soundly defeated the pretender lord and his followers. Joining them in death, sadly, was Yuko-Hime; the youngest of the Imperial Family. In retribution the Empress ordered the execution of anyone so much as suspected as being involved with the attempted coup. The Genji Clan's bloodline was entirely wiped out in the following purges. Political power once held by those purged was distributed between the Empress' allies during the crisis, including in particular Lord Narinori and the liberal Minseitō party. Over the following years more purges continued aimed at the Empress' enemies, communist sympathizers, and notably foreign businesses suspected of backing Kazushige's coup. The Minseitō party was gradually reorganized into something of a loyalist society, and Lord Narinori became both head of the House of Peers and of the Minseitō. In 1925 Fuso was forced by the Empire of Aelban to send troops to Sueben in an attempt to liberate the lands of Aelbish allies, and what followed was a slaughter. Fusoan men died in droves in Ehfragich's jungles, and when the land was lost to the Reiyk Fuso was left with nearly two million dead and nothing to show for it. In addition Aelban's promises of colonies and economic support disappeared as their position fell further and further. Fusoan troops pulled out of the war entirely, and in their hatred of Aelban Fuso even provided limited material support to the Reiyk's naval fleets despite both nations considering coexistence impossible. Following their defeats, Fusoan society underwent a near collapse. Beneath the weight of the war, the danger of both Aelban and the Reiyk, and the civil unrest which had plagued the country for years, Fuso almost fell apart at the seams. In December of 1929, on the day of the attempted coup in 1919, the Empress came before the Imperial Diet and stated that she had received a vision. Claiming to be the goddess Izanami made flesh, she declared herself to be in effect a living goddess sent to protect Fuso. The people, already grasping at anything they could, were happy to prostrate themselves and worship their Empress. The Imperial Diet was reorganized, with the House of Peers being dissolved and all noble titles being revoked. Seats were added to the House of Representatives in equal amount to the former peerage, and the nobility were forced to compete for them in elections against commoner nominees to keep their power. Those which failed to hold their seat were barred from any and all official positions in the future - the Empress deeming victory in election the only way for the historically treacherous nobility to prove their worthiness to rule in the eyes of the gods. What came in the following years was a total reconstruction of Fusoan society, all parts of the nation being remade to serve the Empress' orders. The Minseitō became the [i]Shintaisei[/i], and political officers were appointed within the Imperial military. A short civil conflict occurred when the previous head of the Minseitō, representative Mochiaki, rallied liberal and conservative forces alike to oppose what he saw as a mere grab at totalitarian power by the Empress. With little support his rebellion failed, and the Army underwent numerous leadership purges to ensure that any remaining disloyal elements were eliminated. Throughout most of the 30s the Empire cautiously poked at the world stage, staying out of the war for the most part but forging a non-aggression pact with the Reiyk. Reiyk warships were allowed to dock and refuel at Fuso's strategic colonial ports, while Fuso was given free reign over the more isolated Aelbish colonies the Reiyk hadn't yet conquered. The great island of Orientalia, one of Aelban's most defensible colonies, was swiftly captured by the full force of the Imperial Navy and soon afterwards Aelban's other scattered colonies followed suit. The well-developed military industry of Orientalia was moved as best it could be to Fuso proper, an endeavor which required the seizing of countless merchant vessels to achieve. The sparse remnants of Aelban's Navy which would be captured in Orientalia were likewise brought to Fuso and refitted to serve in the Imperial Navy. Now, the Empire stands in an uneasy peace with the Reiyk. It is not a well-kept secret that Longguan refugees often disappear into the Baishan State Colony, or that artillery shells on the Longguoan front sometimes happen to bear manufacturing dates in the Divine Imperial Fusoan Calendar. War between the two is expected to break out at some point in the near future, believed by most to be most likely once Fuso has fully subjugated the remaining Aelbish colonies scattered beyond the horn of Ehfragich. [/hider] [hider=Pressing Issues] Foremost among the concerns of Fuso is the matter of its recently seized colonial possessions, which are troublingly located almost entirely south of the Reiyk's own western ocean naval bases. Trade with the former Aelbish colonies relies on the ability of Fusoan vessels to pass through Reiyk waters, and with war on the horizon it is likely that the abundant natural resources of the colonies will be locked behind enemy blockade. Furthermore, it would become impossible for the Empire to reinforce the colonial garrisons which keep the locals in line - and the shores free of enemy boots. The Empire's strategy for controlling the population of the colonies - strategically displacing and exterminating populations to keep as many local groups on their good side as possible - also relies heavily on both these garrisons and free naval movement in the area. Also concerning the colonies is the issue of colonial independence, particularly in Orientalia. The heavily industrialized colony, formerly a prison colony of sorts for the Aelbish Empire, was known even under Aelbish rule as a troublesome and independent territory. Orientalians welcomed the Fusoan Navy when it came to their shores - having themselves lost hundreds of thousands of draftees in the war on the whims of Aelban - but they were not at all ready to bow to their new Empress. Interior Orientalian affairs are mostly ignored by the colonial government, and indeed Fusoan troops are often dispatched to kill off native resistance in areas the Aelbish settlers which to expand into. As a result the colony, though not likely to revolt, is not contributing even a fraction of its due to the Empress. It is vital for the war effort that the Orientalians be reigned in, and made to properly obey their Empire. Finally, Fuso is plagued by dire issues in its Army. Purge after purge has left it lacking in trained officers, and it's "greatest strength" is merely its willingness to perform suicide charges. In a protracted offensive the Imperial Army will break like a dropped glass, crumbling under the weight of it's own incompetence and logistical failures. Even in an ideal state it is still more suited to small-scale island campaigns than large-front offensives. [/hider] [hider=Notable Strengths] The Glorious Fusoan Imperial Navy is, with the fall of Aelban, the operator of the largest number of the finest capital ships in the world. Battleships of fearsome power fill the ports of Fuso, flanked by fast-moving battlecruiser and carrier forces able to deploy with great speed throughout the western sea. The Imperial Navy lacks only for swarms of screening vessels and patrol ships, which of course are worthless in the face of the Empire's grand battleships. It operates on the doctrine of [i]Kantai Kessen[/i], a doctrine of force concentration which assumes that in a global naval war the two opposing sides would naturally seek out a decisive battle involving as much of their own forces as possible. As such the Imperial Navy is commonly grouped into "Combined Fleets" during wartime, which make easy work of any lesser enemy force and have granted the Imperial Navy with impressive coordination. Fusoan naval dominance is supported by their technological achievements, which unfortunately for the people almost never trickle down to the civilian populace. There are many towns in Fuso without electricity, but the Imperial Navy's battleships are all equipped with RADAR systems and cutting-edge fire directors and rangekeepers. Even the Army's tank force employs designs rather ahead of the times (or at least they would, if the Empire had the steel to spare to build them properly). Under the reign of Atsuko-Tenno Fusoan military technology has been among the utmost of priorities. [/hider] [hider=National Priorities] [b]The Navy[/b] [i]"The Katsuragi is no embarrassment.
