[/quote] It's not true that i'm aware of? photoshop & similar image editors are raster image editors, which tends to alter the quality if you resize things. what photoshop/similar editors like gimp, lunapic, photopea, etc CAN do is resize the image with the image 'corner' while maintaining the same aspect ratio (proportion of height to width) if you drag while holding down shift (for photoshop/photopea, unsure about other editors). note that same [i]aspect ratio[/i] =/= same [i]quality[/i] this is called 'scaling' an image, which lunapic actually has a tool to do automatically: https://www11.lunapic.com/editor/?action=scale
