I think we can draw the line between the two as, like:

If you are a superhero and want to do it for a[i] living[/i], you join the Avengers. A paycheck, benefits, insurance, but you have to register with the US government and are ultimately at their beck and call.

The Justice League is pretty different, and is more like a secret society of superheroes. You have to be invited to join, and its membership are more along the lines of aliens, demigods, etc, whose concerns are outside the scope of world governments.
