[/quote] Avengers didn't exist during WWII. The Howling Commandos and Defenders did, as did the JSA. Argus was the successor to the S.S.R, which is the secret science/secret agent type people. S.H.I.E.L.D is formed in the 50s due to increased political tensions as a public international peacekeeping initiative. They recruited super-powered individuals, similar to Howling Commandos style throughout the Cold War and into the modern age. They have actually worked with the JL on several occasions prior to the Avengers forming, which only happened after some political backlash against the JL.
