I'm not going to comment one way or another on a Cherokee Nation because that's design space someone else might want to use, but the long and short of it is that if the Enclave is acting in a 'reasonable' manner with the tribals, the Confederacy is going to be highly suspicious of them, but not [b]against[/b] making deals. The only thing is that they've got enough historical knowledge to know what happens when natives make deals with the American Government, and so they're always going to have a gun pointed at the Enclave, no matter how cordial relations are.
