This is a side effect of his Power, to put it nicely. Otherwise, it should be noted that even without his suit (which adds about an extra 2 ft. on him), he stands at an impressive 6'2 ft. Beyond his rather lacking physical appearance is, of course, the hulking suit designed by the geniuses behind The Depths. Clad in hazmat materials hybridized with heavy plating of titanium, this suit was made to subdue Sebastian's Power to the best of their ability...Yet, sadly, even this impressive make isn't foolproof. Trace elements of his Power still leak through, and if he exerts enough effort, he can still conduct his Power even through the suit. Ultimately, it's just the best handicap they can give the villain dubbed as Fallout... He practically lives out of spite, knowing the next time he breaks out will be a shot at feeling the rush of life, if only for a short while. So, while he seemingly lacks the drive to be a potent villain, it's actually that lack of drive that makes him one, feeling unable to do much of anything else.[/color][/INDENT] [INDENT][color=00a651]RELENTLESS:[/color][color=8dc73f]When Fallout has to fight, there'll be no holds barred; he doesn't care about civilians in the area, collateral damage that could ensue, and least of all about the lives of those stupid enough to try and fight with him. The world screwed him over from minute one, so he could care less about returning the favor. Is it petty of him? Yeah, certainly. But his other options are to die or stay locked up for eternity. He'll take pointless violence and freedom over those two any day. But, if his real freedom finally did come, he probably wouldn't honestly know what to do with it. So the point is, he doesn't take lives or destroy because he finds it particularly fun (though on occasion he does), but because for him, there's not much better he could do.[/color][/INDENT] [color=00a651][B][ BIO ][/B][/color] [color=8dc73f][INDENT] Sebastian Monroe's been living out a tragedy his whole life, and it started when he was born. Son of Scott and Diana Monroe, Bastion entered the world on January 10th, the day when the Treaty of Versailles took effect, bringing an end to The War to end all Wars...Or as it's better known now, World War I. It should've been a joyous day for his family, but it was not so. The miracle of childbirth was not as glamorous as it ought to have been. Uniquely even among his fellow Powered individuals, Sebastian manifested his abilities on the day of his birth. As such, his ability; that being Nucleokinesis, the generation and manipulation of nuclear energy, began to act. Moments within him entering the world, the heat within the room swelled tremendously, followed near immediately by an explosion of energy from the mewling babe. Within a blink of an eye, the hospital in D.C. was wiped from the map, a smoking radioactive crater, with naught left but the skeletal remains of an infant. Except....They weren't quite remains. Because they kept crying. The government got to work quick. After all, news of an entire hospital being leveled on a random afternoon like any other spread like wildfire, though it was covered up quickly. With the help of some heat-resistant Superheroes, they were able to identify the cause of the incident as the baby boy who still sat crying in the craterized remains. There was no flesh left to be seen, only bone, and an offsetting green glow about them. From that point on, the child became the equivalent of government property. It wasn't like anyone else could take care of the strange and volatile youngster, and truth be told, the government took plenty of interest in the exact nature of the boy's Power. It was unlike anything the world had ever seen; an unholy amount of destructive force that, if harnessed, could turn into something incredible. However, with the technology available to them in the early 1900s, merely containing the youth was more than they bargained for, much less studying his abilities. Time passed. His living conditions had been....Acceptable. They were all he had known his whole life, so being a young man of about 25, he didn't have much to argue about. Most of his time was spent in frigid water, a shallow attempt to keep his temperature and energy from rising to dangerous degrees, or on occasion they'd take him out to Nevada as a 'testing grounds'. Needless to say, when World War II rolled in, and the Allies got desperate for a game changer, they looked to Sebastian... At first, they simply tried to intensely study his Power and how to replicate its functions, but testing proved slow and unfruitful for some time. Then a new method came to mind; instead of simply recreating the sort of energy he produces, why not simply take the energy [i]from him?[/i] Seemed great on paper, and the young Bastion was all for it...Until the first test of this nature was conducted. As it turned out, due to whatever he did to himself on his day of birth, he didn't just control this nuclear energy; he [i]was[/i] the nuclear energy. Siphoning off him brought discomfort, and eventually even pain, to the point where he lashed out. For the time being, the tests for stripping him of his energy were postponed. Hitting only dead ends, a desperate decision was made. On August 6th, 1945, the ultimate test of Sebastian's Metahuman abilities were put to the test. Unwittingly placed inside a bomb, he was flown across the seas to the land of the rising sun; Japan. There...He became one of the worst human-made catastrophes to ever occur. Dropped to ground level, upon contact, having been left alone for months charging energy to near-bursting, he unleashed a hellish blast following his collision into the ground. While it caused him incredible pain and left him unconscious and in agony, what it did to everything around him was far worse. The implosion alone leveled over five miles of Hiroshima, killing 80,000 of its inhabitants in an instant. In the following aftermath, thousands more perished from the radiation left in his wake. Once he regained consciousness, all new feelings that Sebastian was unacquainted with came to him in waves; fear, confusion, and most importantly...Rage. His countrymen, and the people he has lived under his whole life, used him as a means to an end. For days, the glowing skeleton that became an omen of death to the Japanese citizenry wandered the wasteland of his own creation, sickened by what had been done. Eventually, before Japanese heroes could end up finding him, American forces came to pick him up, and he obliged...For the time. Having seen what they thought of him as, something to be studied and used to their means, Sebastian had plans of his own now. He played nice for the first few weeks back, regaining his strength and awaiting news of the warfront. However, the very day the surrender of Japan was given, August 15th, he made his move. Having never been anticipating an act of aggression from him, he broke his shallow containment with ease, slaughtering government agents and researchers alike without regret. If they could inflict something like this on a whole country without a second thought, then why should he spare them one? Following this, the first incident involving the individual who now went by 'Fallout' occurred. As Sebastian broke containment and made his way into the closest city, it didn't go unnoticed. While the government was scrambling their best task force to recontain the walking bomb, Superheroes also got involved. He wasn't a fighter, and had never even thrown a punch before this, but as it turned out, Heroes were made of less stiff stuff than he had imagined. With his nuclear-infused strength, even the mightiest of the caped crusaders who confronted Sebastian could even match him in raw strength, much less contend with it. Not to mention even getting close to the man spelt nigh-instant death.....A fact many Heroes that day learned all too well. It's likely this would have continued to escalate, with perhaps even Fallout managing to escape and travel across America in a reign of rampage, if not for a heroine by the name of Blizzard, whose powerful Cryokinetic abilities were enough to chill his core temperature down, to the point he went comatose; if only for long enough to be contained. From that day on, Sebastian Monroe went from the government's lab rat to their greatest threat, holding a hatred that burned hotter than even he did. However, they had now gained the knowledge they needed to replicate his ability of nuclear power, and thus, he was not needed. Killing him, however, seemed quite out of the question. As such, he instead received a special place in a truly wicked Supermax prison in a place called Coldwater. There, his cell was designed, and its design has barely deviated over the years. With him as their newest guest of honor, Coldwater was able to implement the world's first ever nuclear generator....With him as the charger. With the generator bound to him, the constant drain of power was enough to keep him at bay, and if he ever made any moves, the cell was prepared with coolant sprays that, given his weakened condition, were potent enough to drop him into a brief comatose state. Beyond a daily meal, this was his life; stuck as a battery, with nothing to do, and no one to talk to. His mental stability gradually degraded from day after day of this insufferable treatment. Luckily for him, things took a turn eventually. Around 1993, something changed. Maybe it was just that after years of successful containment things got a bit lax, but whatever the case, an opportunity presented itself; for reasons he didn't know, and truthfully, didn't care about, the coolant system was dysfunctional for a day. Their mistake. When the guard came to give him his daily meal, what he got was a face-full of nuclear energy, turning him into an ashen statue of himself almost instantaneously. After that, well, let's just say Coldwater wasn't prepared for a pissed off nuclear warhead to barrel through all the prison walls and out into glorious sunlight. ....This was new. He knew he'd been transported to a high-security prison, but Fallout wasn't prepared for how different the world could look after 40 years shut off from it. However, he didn't get to take that moment in for long; the Supes were coming. And he was rather stunned to find out that, after years of being stuck in maximum containment....They hadn't improved all too much. Just like all the way back in '45, heroes were dropping like flies, unprepared for a foe of this magnitude, only compounded by the fact that his breakout also lead to the freedom of several other high-profile villains. But, as it turns out, they were a touch more prepared than last time... In case of the return of the mysterious (at least to the Hero associations) supervillain Fallout, they began a program that ensured that if the time came, an individual with extraordinarily potent Cryokinetic capacity would be on the scene. While Fallout managed to wreak horrific havoc, he was yet again stopped by the newest Cryokinetic hero on the block. After that, he was returned to Coldwater, and unbeknownst to him, plans to design a far more imposing Super-Prison were in the works. From that moment on, efforts to contain Fallout were as strict as possible. Not a day went by without a chamber inspection, ensuring proper working of the coolants and no abnormalities of the generator. This lasted until 2035, nearly 50 years after his initial breakout. Yet again, they were in for a wake-up-call... Realizing that his lucky fluke from so long ago was not going to occur again, Fallout hatched a new plan. When the time was right, after having spent years acting as orderly as possible in order to conserve energy by not having the coolant used on him, he struck; with a surge of energy, he overheated the nuclear generator, causing a security breach the likes of which Coldwater had never seen....Nor would ever see again. However, in the resulting explosion of the generator, Sebastian was left unconscious for days at end while order was slowly, painfully wrangled back from the hands of hundreds of freed inmates. By the time he awoke again, he was in a cell. But...It was different somehow, even if he wasn't sure how. Unbeknownst to him, he was placed into the newly made Supermax prison for villains and their ilk; The Depths. Where he's been kept to this day. Combined with the heavy duty containment suit given to him, and his physical feats are off the charts. You can tell a situation's bad when the dude's Power isn't even [i]really[/i] about Super Strength and he could still smash concrete as easily as someone snaps a pencil. 9/10.[/color] [color=00a651][B][ AGILITY ][/B][/color] ■■■■■□□□□□ [color=8dc73f]If it weren't for his containment suit, his mobility would actually be rather shocking, able to move freely without the weight of the suit bringing him down, and freely utilizing blasts of energy to propel himself. As is, though, it's still quite shocking. For a figure standing close to 10 ft. inside a titanium suit, he can move fast, consistently clocking running speeds of nearly 80 MPH, and if enough energy is spare, he can still force a blast out mid-movement for an insane increase in acceleration, though this tactic is difficult to use with the suit. 5/10. [/color] [color=00a651][B][ INTELLIGENCE ][/B][/color] ■■□□□□□□□□ [color=8dc73f]The guy was stuck with his own devices for most of his life, and only got a proper education around his teens. Yeah, not many can claim to be able to walk away from something like that. And truth be told, even if you do, the radiation poisoning could get you down the line. Hell, normal people get turnt into ash just by getting touched by the guy. Can't get much more lethal than that.... 10/10. [/color] [color=00a651][B][ ENDURANCE ][/B][/color] ■■■■■■■□□□ [color=8dc73f]Trust me, that suit doesn't make your life easy when it comes to laying the hurt on this SOB. It was made to resist [i]him[/i], so you can imagine how tough it is. Not to mention that he himself is incredibly resilient to most forms of harm, namely physical trauma and most energy-based assaults, like flame or electricity. His one glaring weakness, that being his body's inherent inability to fight off heavy cold, is what keeps this only at this rank. 7/10. [/color] [color=00a651][B][ EFFICACY ][/B][/color] ■■■■■■□□□□ [color=8dc73f]Under normal circumstances, his Power is highly efficient; it generates nuclear energy, which is then expended and quickly replenished, all with little to no outward energy sources necessary. However, when combat drags on, his stores of energy could begin to slowly be eroded away, in which case he could fall into a heavily weakened and lethargic state. In fact, if anything, his Power is [i]too efficient.[/i] If left to his own devices and not expending his withheld energy, he could eventually be prone to a meltdown, and inevitably from that point, an implosion of catastrophic proportions. [/color] [/hider] [color=00a651][B][ SKILLS ][/B][/color] [color=8dc73f][INDENT]Fallout doesn't possess much in the way of talents or hobbies, but on the rare occasion he got to break out and was left alone, he found out that good, cold, hard liquor felt damn good going down his nuclear core.
