Kythor's going to try to make an Insight check to determine if these kobolds genuinely are looking to find a better life within a settlement, or if they might be perhaps heading there for more nefarious intentions. With all that's been happening around Easthaven, he figures it might not be a bad idea to vet these kobolds before sending them on their way.
