If you could rephrase that I'd appreciate it.

The eugenics thing was meant to show that in a world with psychics, there are people up to evil shit trying to use them to their own ends. My character was meant to demonstrate something like a human cost to the sort of psychic malfeasance the ESP exists to prevent. Evil psi-cult grows a psychic baby, but what happens to the baby after the cult members go to jail? That's the premise of the idea.
