My idea was that the potency of his powers means that he can't use his telepathy on anyone [i]without[/i] Diving; his very existence is a dangerous psychic anomaly, and so the ESP has him detained for that reason. He didn't commit a psychic crime as much as his being born is a psychic crime. Just figured it would be a unique dynamic he could have with the ESP.

The stuff that he can use without much ill effect would be things like telemetry and clairvoyance, so I figured the ESP could use him in a support role, since they've taken over as his guardians. But if you insist he can't be 14 I can just bump him up two years; part of his characterization would be that physically he's very small and delicate, which just makes more sense in my mind with him being a little younger.

And I guess if you just hate the entire idea I have another one in the wings potentially.
