I don't feel like imposing strict lore on what exactly the New Hegemony is since I want to leave it up to most of the players but here's my viewpoint. 

Life in the New Hegemony is fairly varied depending on where you live, given that it was birthed by an alliance of arco-domes, each of which were varied in their own manner. Unlike the rest of Urth, you have basic amenities to most basic essentials along with having access to fairly advanced technology. You also aren't under the fear of having your soul ripped out by a bloodthirsty Quantum Demon or cosplaying as Davy Crockett inside a sand kraken. The bad news is that no matter what township or region you find yourself in the New Hegemony, you are under a strict caste system. These caste systems vary depending on which part of the New Hegemony you find yourself in. For example, a region of the New Hegemony that specializes in lichen aquaponics would have the farmers be up at the tippy top compared to engineers or politicians. 

Life outside the New Hegemony is as varied as it can be. Multiple settlements or cities exist out in Vaarn that are just as capable or supersede the New Hegemony in some aspects. However, the bad news is that everything out there wants to kill you, mutate you or make you go mad.
