I'm going to play with the angle that you have some of the sub-clans who are just plain ambivalent, those who are actively eager to get moving again, and then those who have gotten a little too comfy with a sedentary lifestyle. That way, they're 'neutral', but might also prove to be a hotbead of intrigue where you have both sides trying to influence the SK as a whole to pick one side. That, or to just convince them to stay fully out of the conflict. Their decentralised and rather simple political apparatus would also make them pretty vulnerable to these actions.
