Ah, I see! I wasn't planning on making the SK fully gun-armed; maybe just one particular clan whose thing is that they trade far and wide and can get their hands on all sorts (legally or illegally), and even then it's kept secret (it's one of their trump cards, after all) and available to the best of the best and highest echelons of society.

Could even work it into the plot, if you like. A clan with that sort of connections would likely have suspicions fall upon them whether they like it or not.
