Who likely had implants due to the experiments. The implants from what I understood were so they could actually use their powers, which seems really silly, imo. Also the Asari thing is confusing because nowhere in the information does it say they need implants: All asari are naturally biotic to some degree, though not all choose to develop their abilities. Those who do pursue training usually display formidable ability. They do not require implants to use biotics effectively, nor do they need to undergo special training to acquire conscious neural control; their reproductive physiology grants them this ability from birth. Amps are also not Implants. Amps,are just Amplifiers meant to Amplify their power. Implants, from what I am understanding and reading from the lore was: Humans needed Implants to use their ability because it was for some reason weaker and for some reason it was the only way they could harness their abilities. Which I call bullshit, because: human biotics were born, though their abilities were not recognized right away. The first known human biotic was female, dubbed "Subject White". Like you kind of have to naturally be able to use an ability to be discovered or else it wouldn't be discovered. Looking at Real World context, 99% of the world's population is born with Teflon Poisoning: According to a 2007 study, C8 is in the blood of 99.7% of Americans. It's called a "forever chemical" because it never fully degrades. So. Even if something is originally unnatural.
