Like KoL said, she's good to go barring the small parts you're missing. She's fine by me, especially in noting those story beats to use for her future development. Once you add her theme, you can place her in the Character Tab.

I enjoy the alternative retelling of the Legend so that's fine. However, I do agree with KoL that it seems like her magic is a bit too sporadic in following the Dutchman theme. One work around this is maybe giving her 2-3 core powers of her Grimoire for now and slowly gain the other abilities as she grows/the RP goes on, especially if she's only been a Magical Girl for a year.
