I think all of the kingdoms will most likely be that way unless specific bond(s) are stated to be in place. For example, all kingdoms are their own, but they guide themselves by the rules of the council (general guidelines) to not attack each other, to trade, etc... The UCE is only there so all war does not wage out and was created because of the Great War of Ephae.
