Perhaps they had taken refuge in a cave somewhere, or had found shelter to ward off the cold. Either way, it would do no good to assume the fishermen are dead - at worst, they can retrieve what's left of the bodies to return to the village, and at best they simply had to watch over the fishermen and make sure they survived the return trip.
