In the original game he doesn't exactly have powers, and the way he works is selling people items that he uses Sheerow to take back when they're defeated. There isn't really a timed duration. If allies had to pay to use his items, they would have to be really good items, and even if they didn't have to pay, if they weren't really good items they probably would just not use them anyway. So the best way to implement him without just fudging stuff would be for his first Power to be Hammerspace and maybe start him with three items in his inventory. For his second Power he could summon Sheerow, who could do things like grab items and deliver things like equipment or bombs from afar, and then other Powers could just be manifesting more items from his game for his arsenal. Meanwhile, he'd be able to store any extra items he comes across.
