[@Zeroth] The issue therein isn't its default function, but that Travis can use it on himself. While he doesn't need an overtly offensive power for air-hops and stuff, if they are going to teleport him, they would need self adjust. Basically, the way you're describing it, you're overdrawing your points.
Secondarily, I'm not sure how he got all that equipment. This stuff is very underground, so he'd have to be very well connected to have that much before the RP, and I'm talking Sumeragi connected, with having a full kit, with duplicates no less.
