Okay, the way you describe these guys, it sounds alot more like Maxson in Fallout 4 in the Brotherhood, which is not good.  Current Enclave (as in, mine), though, does not cling heavily to the past.  Learn from it, yes, but the lesson is that the old ways - including previous Enclave stubborn-ness - are not the right ways.  Number One would be quick to remind any of these folks that treating government as religion led to such failures as the Legion, out west.  So, maybe they wouldn't get along, but it's for different reasons.  Namely, "What in god's name - and I mean that in every way possible - is wrong with these people?".
