I think for NPCs, I'll worry about that as they're introduced in the IC. 

In terms of timeline, I'm just going to say we happen after the events of [i]The Rogue Crew[/i] so players are free to reference any previous character as they wish, but aside from that, I'm not planning on getting too nitty-gritty about the timeline.
