Well, the way I see it, there's 2 reasons why the flash is so overpowered: 1. He has infinite speed, 2. His reflexes match his speed. This essentially gives him infinite power along with infinite flexibility. Max speed clips the power, and you can try limit its flexibility by putting a cap on your reaction speed.
