So in simple terms, there's a ring with a genie trapped inside, and you'd like to make a wish that frees the genie and turns a "bad person" into the new genie? 

I would not wish for a mind swap, since that would just swap the minds of the two individuals, and then the wisher would become the new genie anyway. I would just do something like "I wish (insert bad person's name here) could take my place as the next genie." Which ensures that they will take your place and be trapped in the ring.

The only problem with this is it does open up the possibility for someone else to stumble across the ring and make a wish, effectively freeing said bad guy and dooming someone else. Perhaps the ideal wish would be "I wish (insert bad person's name here) could take my place as the next genie [i]for eternity.[/i]" or something along those lines.
