While every factory can be expected to be able to produce their own minions, having a dedicated minion factory means we can focus more of our resources and duties while healing minion production off to another factory. And if we want to do more intricate upgrades to our minions, we can use your factory's resources instead of our own.

This can also result in our overseers making minions who utilize resources that our factories don't specialize in. People could start having their own cybernetic minions instead of just Tungsten's skeletons. Or people could use insectoids similar to what Gamma has. So on and so forth.
