It depends, I suppose, on where one is. From what I understand however it allows a magician the ability to manipulate the mechanics of their own spells.

At least according to Dungeons and Dragons anyway. I'd normally discount anything humans make as being woefully inaccurate, but given all of this it's worth considering.
