It's not fully known outside of those with connections, but there are a lot of conspiracies. One of those conspiracies states that various elven nations were beginning to rival human nations, and striking out a war god would preemptively diminish an elven threat. 

Another states that humans believe the elven war god to be an abomination and striking him out was motivated by "xenophobic tendencies" of the human ruling class. 

And so on, and so on. 

Unless your character already has strong connections within the Empire, they would only really know about the numerous conspiracies. If they do, feel free to PM me and I'll let you know
