Not necessarily. Those with Valyrian (and particularly Targaryen blood) stand a way better chance of bonding with or taming a dragon, but there are examples of others such as [url=https://awoiaf.westeros.org/index.php/Nettles]Nettles[/url] who bonded with Sheepstealer. Regardless, by now there has been intermingling with other noble houses such as Arryn and Baratheon, making it plausible for nobles great and small to have a smidgen of Valyrian blood. My point being that this would be the only timeframe where and when non-Targaryen dragoneers are possible.
