Getting them free was the obvious move, he just wasn't sure how. He looked at the chains, and reached a hand towards them experimentally. He could just try to lift the chains up and untangle them, and that honestly seemed like the only path forward. So, without further ado, he closed his fist, and tried to lift the chains to free the kids. But nothing happened. He tried to reach out and use his powers, but something was blocking him. Maybe it was the fact that he wanted to separate his powers into the useable and unusable. Maybe it was the stress of needing to perform and save people, he didn't know, but he couldn't life the chains. He pushed again, and still nothing happened. This started to escalate to an internal panic and worry at the idea of him not being able to do anything, but he pushed that fear down, and used it to try to make his powers work. That seemed to make it work, setting 12 kids free of their chains.
