I'm not sure what you're exactly asking here? If you're asking  if there's other ethnicities present in Beinan, then yes there are. Restrictions used to be pretty heavy before the Great Unification, but during the Black Peace restrictions have eased slightly. There are a few towns along the southern border and coast where foreigners usually come in and are allowed to freely tour and trade. Further passage in-land is restricted to those who have a special Imperial pass, however, usually only given to those with enough money or enough connections to secure one.

And you're more than welcome to bring in old sheets as long as they cover the same information that's asked for in the CS template above.
