It's the most limited in habitation (the largest reason for that being political), so the majority of residents are the rich, powerful, and self-proclaimed elites. Think faux-greenery, pristine white buildings, and a general elitist vibe in the residential bases and extremely specialized and clean mega-facilities for the other moon bases. The Mars colony is one big metropolis. A bunch of interconnected megadomes. Think industrial concrete, hazy skies, and a poorer quality of life. Besides the general lack of resources and the constant labour, it's not horrible. The Outer Colonies are generally comprised of space stations designed to act as relays to mine from asteroids. Quality of life is generally pretty bad. Basically, you're out in the boonies mining for months on end. There's never enough and help is 3 months away. Think just before (or inside) the asteroid belt between Mars and Jupiter. Basically, the further out from Earth you go, the more destitute things become.
