Since his skeletal form can't readily be matched up with his human form, his skeletal form would be Indistinct and he would have no notoriety as a human. Watched Variants are those identifiable in their natural human state. 

Basically, if a N.O.V.A. drone can scan someone without a disguise and can identify them as a Variant, then they're Watched.
