Largely most government work is done on the sub-national level excepting important duties such as tax collection, national defense, and various other chosen fields. Broadly speaking the National Chamber of the Concordat is far weaker even compared to other Republican bodies, and especially so compared to the dictatorial powers of certain governments. However, despite this, the Concordat has a history of being able to maintain territorial integrity as well as expand to willing regions. It is truly a testament to the work and sacrifices made for the Concordat that even in these times there still exists places where such freedoms can be enjoyed and revitalized. [hider=Legislative:] A sole Unicameral body forms the basis of the legislative body for the Concordat, called the Concordia. Mainly concerned with foreign policy, trade, defense, taxation and redistributive programs, the Concordat government usually does not set specific domestic policy. Instead the Concordat manages the funding- adjusting rates based on population and purpose for the National governments that are below the Concordat. In form it is these national governments of the recognized nations of the Concordat which affect policy and they do so in many different ways. Just as varied as the legislatures or lack of them may be, so do vary the spending priorities of the national governments. This is in part due to the broad amount of discretion given to the national governments in spending granted tax under most conditions. Additionally, on the Concordat level, the legislature is supreme. Meaning in this that the head of government is a prime minister selected by governing coalition or party- usually held by vote among official party members. [/hider] [hider=Judicial:] Judicially there are actually many systems within the Concordat with some variances- usually in how they operate to a degree and regional laws. These can be broadly categorized into the Concordat laws and national laws. Generally speaking the Concordat legal system is overseen by the Concordia in terms of Judge appointments and such while national governments usually either appoint their own or leave that to voting.[/hider] [hider=Military:] Fundamentally there are two major branches of the Concordat military, the Concordat Defence Force and the Skywatch. Both are volunteer base services- both are trained by the Concordat government- however purpose, equipment and chain of command. In peacetime the Skywatch reports to the national government wherein stationed while the Concordat Defense Force only reports up to the Central Command. Skywatch regularly has anti-piracy, anti-orbital threat and other such duties- usually in no small part due to most of their equipment being outdated CDF equipment. The CDF on the other hand is primarily tasked with the defence of the Concordat, it’s peoples, and territory. Concordat shipyards and other production from enterprises public and private ensure the CDF remains well stocked. In the past the CDF has been called to effectively invade areas after a recognized nation of the Concordat has some dispute with an outside power over their membership. This is in no small part due to the fact that the Concordat has not always respected the sovereignty of other states- typically viewing them as warlords or often illegitimate. This has resulted in cases where a constituent region of neighboring states have requested to join the Concordat before their technical independence from their prior government. As such is the case, the CDF is not unlike the military forces of other Sphere powers. A notable exception might be the judicial powers over the military which make several potential ways for an outside court to try military crimes such as in the case of war crimes or other violations of sapient rights. In such a way this has caused some real public image problems in the past- although it is still celebrated as an aspect of accountability even if rarely do cases actually get transferred out of military courts.[/hider] [hider=Voting:] Voting in the Concordat usually follows a proportional ranked-choice method for elections and other such.[/hider] [hider=Political Parties:] Major National Parties include [hider=Concordese Peoples’ Party] A small party the CPP has managed to stay relevant through the decades in no small part due to their aggressive championing of sapient rights and the necessity of protection not just from foreign powers but by exploitation of any kind. Generally the CPP is responsible for a push towards more local democratic governance.[/hider] [hider=Reform Party] Believing essentially that the modern Concordat is insufficient and that reform must occur to improve the Concordat to a shining beacon to the Sphere as a whole before any lasting peace may prosper. In this way the Reform party firmly believes in the Federal Concordat rather than the local democracy of the CPP.[/hider] [hider=Union Party] Its name owing to a merger of several pre-Concordat left parties the Union Party has been the center of many governments in recent years. Primarily anti-expansionist the Union Party seeks peace and trade to focus on more internal matters.[/hider] [hider=Free Republican Party] Originating as a political movement to endorse a Central Pan Orionic Republic the modern Free Republican Party is a rather more conservative and cooperative force in Concordat politics.[/hider] [hider=Federalist Party] Essentially advocating for centralization of power in the Concordat government- generally the Federalists have traditionally formed the far right politically although have started to lose ground to the Orion Unity Party in recent years.[/hider] [hider=Orion Unity Party] One of the few pure expansionist parties on the Concordat level to see broad support across the Concordat- the Orion Unity Party seeks an essential rebirth of the Federation under a strong central leadership.[/hider][/hider][/hider] [hider=Demographics:] [hider=Humanish] [hider=Numarti] Well known in Concordat Space due to their somewhat more numerous population and further migration than most Human sub-groups. Some notable differences are a high prominence of low melanin levels- often resulting in pale skin and red eyes, a high blue tint to the sclera of the eyes, and a slight uptick on average of low-level psionic abilities compared to most other human groups. Cultures vary wildly depending on where communities are found but the stereotypical view comes from the major community on Gaesh in the Haces system- the original Numarti colony features a very vibrant and cheerful culture that is nonetheless deeply rooted in pessimism as others call it. A general attitude is attributed to a very in-moment life because tomorrow all may die. Some sociologists attribute this to the pre-Federation troubles the colony experienced although few can find enough solid evidence from those days to make a strong claim.[/hider] [hider=Vinoosan] Known primarily by those in either the Qen Maxxima system or those who have extensive experience in the manufacturing industry, Vinoosans are a modified type of humans who have far greater capabilities in hostile atmospheric conditions although suffer a number of mostly treatable conditions as a result of their extensive modification. Most live in the home colony of Ni-Vinoos, which is itself a historical manufacturing center that has only grown since the foundation of the Concordat.[/hider] Many cultures[/hider] [hider=Aliens] Many types and cultures[/hider] [hider=Augmented] [hider=Mechasymbionts] Commonly mistaken for mere Cyborgs, as Cyborgs make up the vast majority of the mechanically Augmented population, Mechasymbionts form an odd group in Concordat society. Few can afford or choose augmentation to such an extent in the civilian sphere although there are a number who do so. The primary source of Mechasymbionts are Military and ex-Military in Concordat space, the difference between mechasymbionts and those referred to as Cyborgs is, legally speaking, whether they have undergone Artificial Intelligence fusion. Essentially a kind of as-of-yet irreversible connection between an onboard AI and a sapient organic mind. Typically this is done between an adult sapient and a blank but high-level AI typically for service in Naval or analysis divisions.
