I also worry about the issue of not being able to keep track of who will have control over "X" or "Y" NPC since I saw you mentioned there was going to be a waiting period for them to be used again by someone else. I'm not sure if I understood that correctly though. And I think that could cause some issues because IC posts, as we all know, can fluctuate and there will be many times where players won't post for a long period of time and I worry that that will hold the RP back even more. Aquaman and Flash will be NPCs in 7 days if nobody applies for them and we're not going to keep it as a mechanic beyond that
