Given that the Heavenly Sword are probably going to be striking out of Yuzhny Portveyn, the southern road is their most likely route. As for civilians, there are a number of fishing villages on the coastal side of the dam. If the Heavenly Sword manages to destroy it, those villages will be wiped out in the ensuing flooding. The stretch between the dam and the ocean is primarily dirt roads and very little proper infrastructure, so a quick evacuation isn't going to be feasible. "Chief Aadil's team is going to blow open the tunnels in twelve hours' time. Your task force will be the first ones in, since you've got the furthest to travel and the heaviest firepower in case we encounter trouble.
