Yes. There's no outright law against it, but it's like an unspoken rule that it's just not something you do. Drakes are raised by their House, and it's almost unthinkable that someone would have so much problem with that system that they would go against it.

A dragon's House is pretty much everything to a dragon, which is why Houseless dragons like Stargaze are rare and frowned upon, and why either willingly leaving or being kicked out of your House is so shocking.
